Supplier Application & Resources
Entities that want to operate in the Commonwealth of Pennsylvania’s retail electric market and that meet the definition of an EGS must be licensed by the Pennsylvania Public Utility Commission. In Pennsylvania, all entities, including Supplier/Aggregators (hereinafter EGS - Suppliers) and Broker/Marketers (hereinafter EGS - Brokers), are licensed as Electric Generation Suppliers.
Definitions
EGS - A person or corporation, including municipal corporations which choose to provide service outside their municipal limits except to the extent provided prior to the effective date of this chapter (66 Pa. C.S. Chapter 28), brokers and marketers, aggregators or any other entities, that sells to end-use customers electricity or related services utilizing the jurisdictional transmission or distribution facilities of an electric distribution company or that purchases, brokers, arranges or markets electricity or related services for sale to end-use customers utilizing the jurisdictional transmission and distribution facilities of an electric distribution company. The term excludes building or facility owner/operators that manage the internal distribution system serving such building or facility and that supply electric power and other related power services to occupants of the building or facility. The term excludes electric cooperative corporations except as provided in 15 Pa. C.S. Ch. 74 (relating to generation choice for customers of electric cooperatives).
Aggregator or Market Aggregator: An entity, licensed by the Commission, that purchases electric energy and takes title to electric energy as an intermediary for sale to retail customers.
Broker or Marketer: An entity, licensed by the Commission, that acts as an agent or intermediary in the sale and purchase of electric energy but that does not take title to electric energy.

Electric Generation Supplier Application
EGS Application Package - This is the application to become a licensed EGS (including Broker/Marketer) in Pennsylvania.
Please use this newly revised application form as of 3/08/18. The prior application version will only be accepted within 30 days of the most current revision date.
The Public Utility Code authorizes the PUC to collect an annual fee of $350 from each licensed / certified supplier, broker, marketer and aggregator of electricity and natural gas approved to do business in the Commonwealth of Pennsylvania. In addition, an annual supplemental fee based on reported annual gross intrastate operating revenues will be applicable to suppliers of electricity and natural gas.
Certificate of Service
EGS Certificate of Service (Template) – Electric Generation Suppliers are required to provide service of all filings to the five statutory agencies as well as all EDCs in which the EGS operates. However, only NON-CONFIDENTIAL information must be provided to any entity other than the Secretary of the PUC at the above address. (Required for EGS Suppliers and EGS Brokers.)
Financial Security
Financial Security Reduction Petition
EGS Suppliers (NOT EGS Brokers) that have operated as an EGS in Pennsylvania for at least two years may petition for a reduction in financial security level from the greater of $250,000 or 10% of Gross Receipts down to the greater of $250,000 or 5% of Gross Receipts. The petition must be approved by the Commission with a Secretarial Letter prior to the submission of a financial security instrument at the 5% level of Gross Receipts. A Certificate of Service (above) is required for this filing.
Contact Change Form
A blank form that electric suppliers may submit to provide the PUC with updated contact information.
EGS License Abandonment
