2019-2021 Consumer Advisory Council Members

Members serve two-year terms. The 2019-2021 term began on July 1, 2019, and continues through June 30, 2021.

Mary Bach
She is a long-time independent consumer advocate. A former high school teacher, she is volunteer chair of AARP’s Pennsylvania Consumer Issues Task Force and has long been a strong voice for consumers across Pennsylvania. Appointment by Commission-at-Large. Resides in Murrysville, Westmoreland County.

Carl W. Bailey
He has 35 years of experience working with community development and small business growth. He currently serves on the advisory committee for Pennsylvania Low Income Home Energy Assistance Program (LIHEAP) and has also been a strong leadership voice for AARP programs in Pennsylvania. Appointment by Commission-at-Large. Resides in Philadelphia.

Lenora M. Best
She has an extensive background in consumer protection policy. A retired PUC manager of Bureau of Consumer Services (BCS) she brings decades of experience working with utility and consumer organizations. She served on the PA Relay Service Advisory Board. Appointment by Commission-at-Large. Resides in Lower Paxton Township, Dauphin County.

Patrick M. Cicero - Chairman
He is the Director of Pennsylvania Utility Law Project, a statewide legal aid office based in Harrisburg dedicated to providing technical support, information sharing and representation to low-income individuals in utility and energy matters. Appointment by Commission-at-Large. Resides in Mechanicsburg, Cumberland County.

Ralph G. Douglass
He is semi-retired as President of PECA Inc., an electronics design and manufacturing firm but continues to provide Project Management consulting. He has served as President of the Bensalem Township School Board during his four terms on the school board ending in December 2013; currently serves as President of the Just for Kids Education Foundation; Chairperson of the Bensalem Township Cable/Telecommunications Advisory Board; and co-founder and board member of the Bensalem Non-Public School Channel Corp. Appointed by Sen. Robert M. Tomlinson (R-Bucks), the Majority Chairman of the Consumer Protection and Professional Licensure Committee. Resides in Bensalem, Bucks County. 

Timothy B. Hennessey
He is a Business Development Manager for HiUp USA, a digital transformation company which specializes in online training, employee engagement, targeted recruitment and the General Data Protection Regulation (GDPR). He is also the owner of Phoenix Festival Productions, an award-winning event planning company. A graduate of the Fels Institute of Government at the University of Pennsylvania, he previously served as Communications Director to Pennsylvania Senator Bob Mensch and as a Legislative Aide in the Pennsylvania House of Representatives. He is a former member of the Pennsylvania Department of Environmental Protection's Cleanup Standards Scientific Advisory Board. Appointment by Commission-at-Large. Resides in North Coventry Township, Chester County.

Sonny Popowsky
He is the former Pennsylvania Consumer Advocate (serving from 1990 to 2012), brings an extensive state and national background in consumer and utility issues. Appointment by Gov. Tom Wolf. Resides in Philadelphia, Philadelphia County.

Chad Quinn 
He serves as Chief Operating Officer of the Dollar Energy Fund Inc., Pittsburgh, which works with utility companies to design and administer programs to help low-income utility customers. Appointment by Commission-at-Large. Resides in Pittsburgh, Allegheny County. 

Sylvia P. Simms
She is an advocate for high-quality education, especially in low-income neighborhoods. She is the founder of PARENT POWER, a training program to get families more involved in their children’s education, and has been involved with community improvement efforts for more than a decade. She was the Executive Director of Educational Opportunities for Families, and the Urban Affairs Coalition Broadband Adoption Community Liaison. Appointment by Commission-at-Large. Resides in Philadelphia, Philadelphia County.

Joseph E. Toner III
He is Vice Chairman and Treasurer of Manor College; member of Chester County Board of Assessment Appeals; member of Chester County Economic Development Council; and Finance Secretary, Chester County Republican Party. He is retired from Bell Atlantic/Verizon, past president of the Chester County Association of Township Officials, founder and past chairman of Uwchlan Township Industrial Development Authority, and past chairman of Uwchlan Township Board of Supervisors. Appointed to the Commission-at-Large. Resides in Exton, Chester County.

Justin Udo
He is a reporter for KYW News Radio and CBS 3 Eyewitness News in Philadelphia. He is a general assignment reporter and is responsible for researching and stories that includes consumer and community issues. He worked for WNEW/Gov.Biz Radio as a reporter, anchor and editor. Former Western Pennsylvania resident. Appointed by Lt. Gov. John Fetterman. Resides in Philadelphia, Philadelphia County.

The aim of the Consumer Advisory Council is to represent the public in advising the Commissioners.
