
Gladys Brown Dutrieuille
Chairman
Gladys Brown Dutrieuille is currently serving her second term as the Chairman of the Pennsylvania Public Utility Commission (PUC), a role she first pledged to uphold in 2015 with a fair and balanced hand. She was reappointed to this position by Pennsylvania Governor Tom Wolfe in 2019, after being unanimously confirmed to the PUC by the Pennsylvania Senate in 2018. Her term expires in April 2023.
Chairman Dutrieuille has been on the forefront of major utility issues for more than two decades. As Chairman of the Public Utility Commission, she leads a team of four commissioners whose mission is to provide consumer education, balance the needs of consumers with those of public utilities, enhance the safety and reliability of utility services across Pennsylvania, and explore future innovative technologies. She began her service to PUC in 2013.
Chairman Dutrieuille previously served as an aide in the Pennsylvania Senate. It was during her 22-year role as a senate aide that she developed a strong understanding of PUC issues, experience that continues to be invaluable as she handles the strategic operations of the PUC.
Since 1991, Chairman Dutrieuille has served as counsel to the Senate Democratic Leader, working on many of the utility issues considered by the General Assembly. Highlights include:
- Major deregulation bills for telecommunications, electricity and natural gas
- Act 201 to add Chapter 14 to the Public Utility Code and change the handling of consumer terminations and reconnections
- Act 129 to address energy efficiency and procurement
- Act 11 to expand the use of the distribution system improvement charge
In addition, Chairman Dutrieuille served as an assistant counsel for the Bureau of Professional and Occupational Affairs in the Pennsylvania Department of State and as a clerk for the late Honorable Paul A. Simmons, Judge for the U.S. District Court, Western District of Pennsylvania.
A resident of Harrisburg, Pa., Chairman Dutrieuille earned her bachelor’s and juris doctorate degrees from the University of Pittsburgh. She is a member of the Pennsylvania Bar Association, the Dauphin County Bar Association, the James S. Bowman Inns of Court, the Keystone Bar Association and the National Association of Regulatory Commissioners (NARUC) committees on Critical Infrastructure and Electricity.
Chairman Dutrieuille is actively involved in her local community as well as professional associations. She is a member of Bethel African Methodist Episcopal Church in Harrisburg, the Epsilon Sigma Omega Chapter of Alpha Kappa Alpha Sorority Inc. and the Harrisburg Chapter of AABE (American Association of Blacks in Energy). She also serves on the Central Pennsylvania Food Bank Board of Directors.
